Rules for people with special needs

Passengers with reduced mobility

All services published on the website, displayed in the office and/or through the ZBOR24.RO software, are subject to the availability of the Service Providers, the terms and conditions of transportation (including the passenger transportation rules imposed by the airlines) and will apply additional to the Terms and Conditions stipulated by ZBOR24.RO.
The Terms of the Service Providers may include provisions regarding different boarding procedures, obligations (if applicable) or other restrictions. ZBOR24.RO is not responsible for the introduction of these rules, but out of concern for its customers, to prevent and eliminate discrimination and ensure the equality of people with special needs, it informs you as follows.
Your contract of carriage with the airline that provides you with air carriage, international, domestic or a domestic part of an international journey is subject to this notice, any notice or individual carrier conditions, applicable regulations, rules and policies.
It is the carrier's right to refuse carriage to passengers who do not comply with applicable legislation or who do not present all necessary travel documents and special needs information in a timely manner.

Acceptance of people with disabilities to the race is based on the following factors:

  • Ability of the Handling agent to offer such type of services (necessary equipment, trained staff).
  • Limitations (i.e. maximum limitations of PMR on board per aircraft type, acceptance on board of certain categories of PMR).

To ensure the comfort of travel for people with disabilities, you need to take into account a number of factors, such as the state of health of the person, the equipment required, the air carriers involved, the maximum limitations on types of aircraft.
In this regard, any special service for disabled persons must be requested no later than 72 hours before the flight to allow the carrier to organize and finalize the necessary arrangements. Usually these requests are declared to the agent at the time of booking the ticket, who enters the necessary information in the passenger's reservation. Failure to comply with this rule may result in cancellation of the flight reservation by the airline.
For people who suffer from certain diseases and are considered medical cases, airlines will request medical data about the health status of the passenger. A special MEDIF form will need to be completed by the passenger's attending physician and sent to the company.
The forms can be found on the official web pages of the airlines operating the specific flight or can be requested through the agent at the time of booking the ticket. After being completed by the attending physician, the forms must be sent to an electronic address that you can find on the official web pages of the airlines that operate the specific flight or they can be sent through the agent who made the reservation.
Please let us know to what extent your mobility is reduced. There are three internationally recognized categories of wheelchairs to determine your degree of disability:

  • WCHR - Wheelchair Ramp: The passenger only requires the chair to travel long distances; is able to climb stairs without assistance.
  • WCHS - Wheelchair Steps: The passenger cannot climb stairs but can walk short distances on his own feet.
  • WCHC - Wheelchair Cabin: Passenger requires permanent assistance, cannot move on board without the help of another person - own wheelchair is required at all times.

If you are traveling with your wheelchair, please inform us about its weight, dimensions and other special features (eg folding/non-folding, sport/electric, etc.).
Wheelchairs powered by an electric battery are accepted for carriage by airlines under special conditions. Non-spillable batteries (dry or gel batteries) may remain attached to the seat but must be secured and disconnected and the terminals isolated before boarding the aircraft. Wheelchairs with wet or Lithium batteries are not accepted for transport.
Transportation of mobility equipment (wheelchair, crutches, other assistive equipment) for people with reduced mobility is free. It is only carried in the hold.
Passengers with partial hearing or visual impairments
The passenger must inform at the time of booking about his deficiency, in order to transmit the information to the airline that will organize the necessary assistance. It is not necessary to present a medical certificate for passengers with hearing or visual impairment.
Passengers with multiple sensory impairments (visual and hearing) will need to be accompanied for the duration of the flight.
Passengers with reduced mobility or with sensory impairments can express their preference for the seat on board, but for reasons related to flight safety they may be restricted to certain rows or seats (e.g. rows with emergency exits).
Passengers with visual and hearing impairments may be accompanied by guide animals (dogs). Service dogs are accepted free of charge. Passengers traveling with service dogs will be informed of this at the time of booking.

Conditions for acceptance of utility dogs on flights:

  • weight and size may be restricted
  • the passenger must hold a certificate confirming the status of "Animal Guide"
  • the animal is not allowed to travel through the aircraft
  • the animal is not allowed to occupy a seat
  • the animal must be muzzled and on a leash

ZBOR24.RO is not responsible and no compensation can be claimed because the passenger did not fly, he was denied boarding in the conditions where the passenger did not present the information about the special needs in time.

If your journey involves carriage on different carriers, you should check with each carrier for information on the rules applicable to persons with special needs.
